For a chance to win the game, you must first expand your territory by giving your hoods for the purpose of extorting money from businesses into paying protection to you each week (to be collected). You'll also begin recruiting more hoods for your gang as soon as possible by giving your hoods rookie order. Additional roof covers can be recruited in gyms, pool halls, cafes, waterfront and unemployment office.
